An Inverness man faces a sexual battery charge against a girl between the ages of 12-18 years and a lewd and lascivious battery charge against the same victim between 12-16.   

According to the arrest report of Seth Allan Risner, 19, the victim was 14 years old.

The Citrus County Sheriff’s Office arrest of Risner began when the arresting deputy on Sunday, July 18, was called to Wallace Brooks Park in Inverness about a past sexual assault.

According to records, the deputy met four girls at the park who had been talking about the rape of one of the four the night before at Risner’s home.

The investigating deputy reported that the first of the four girls they spoke with said the victim had told her friends that Risner had raped her, according to records.

The second witness told the deputy that she and the victim were at Risner’s home the night before. The witness she had fallen asleep and did not see the sexual assault but the victim confided and told her of the alleged rape the following day.

The deputy reported that the victim at first did not want to speak about the accusation, but later agreed to, according to records.

According to the investigating deputy, the victim said she was at Risner’s home with the second witness. The victim said she had been drinking and was intoxicated when Risner began taking off her clothes.

According to records she told Risner several times to stop but he wouldn’t and forced her to his bed. She told the deputy she tried to force Risner off her but he was much larger. After the assault, she told the deputy she joined her friend back in the room where her friend was sleeping and told her of what happened the next day, according to the report.

During the investigation, the arresting deputy met with Risner at the park and the deputy said Risner said, “I messed around with her,” according to records.

The deputy reported asking what Risner meant by saying he had messed around, and Risner replied, “I had sex with her” adding that he thought the girl was 17 years old.

The deputy arrested Risner and charged him with lewd and lascivious battery and one count of sexual battery. He bond was $20,000.
