For the ninth time, a 46-year-old Citrus County woman finds herself back in the county jail for the same charge, according to a Citrus County Sheriff’s Office arrest affidavit.
Pamela Olga Storms, of Crystal River, a convicted sex offender, was arrested Monday, Feb. 22, for failing to register an address change within 48 hours of relocating. Her bond was set at $5,000.
According to the report, Storms has been arrested and charged with the same crime eight previous times, the last of which was October 2020. She was released Feb. 12 from the Citrus County for her latest offense.
During her release from jail, Storms completed her sexual offender registration as required upon her release, the report stated. Storms attempted to register at 6643 W. Euwell Court in Crystal River; however, she was notified it was within 2,500 feet of a church, which is against county ordinances. She then registered at 3063 N. Chameleon Point, Crystal River. Storms was also placed on a GPS monitoring device.
CCSO authorities were notified Feb. 18 by email from the Department of Corrections that Storm entered a temporary address of 6643 W. Euwell Court in Crystal River. According to the report, the investigation showed Storms’ probation officer checked on her Feb. 14 at her registered address of 3063 N. Chameleon Point in Crystal River. Storms was not at the address. Upon contacting her, Storms told authorities she was at the home on West Euwell Court.
The report stated a review of her GPS monitoring device revealed Storms, in disregard of her registration requirements and residency restrictions, stayed overnight at the West Euwell Court residence four nights as well as various times throughout the day.
In addition to the stays at the West Euwell Court house, the GPS showed her at the Crystal River Motel at 1151 NW U.S. 19, the report stated, noting it is within 2,500 feet of Calvary Chapel Church. Storms told her probation officer she has a list of approved addresses for hotels that were compliant with county ordinances.
According to the report, Storms had failed to update her driver’s license within 48 hours with her new address. Her license showed her address as 31 Cypress Blvd., Homosassa, which is vacant and where Storms' most recent arrest occurred.

Authorities found Storms on Feb. 22 at 3063 Chameleon Point in Crystal River, where she admitted she had not updated her driver’s license as required within 48 hours. She was arrested and transported to the Citrus County Detention Facility.
