INVERNESS — With each photo, Joan Miller had a brief story with the same ending.

A dog, once labeled as aggressive, adopted from the Citrus County Animal Shelter to someone outside of the area who was able to give it a loving home.

Miller used these examples to show county commissioners that labels don’t always fit.
