Florida’s first land acquisition trust fund to conserve ecologically sensitive lands was begun as Preservation 2000 by Republican Gov. Bob Martinez in 1991. From 1991 until the Great Recession’s negative budget impact, state funding for land acquisition was routinely $300 million a year.
